Kind of a funny thing… looks like (most likely) some kids put some soap into a fountain, and it got all bubbly and foamy.  Maybe the kids were hoping to have a foam rave party? I am not sure, but if they were I still give them props for this prank, I would have never thought of doing this.  It happened in South Windsor, CT (kind of close to where I grew up in Suffield, CT).
